ANIMALS
Per MSR covenants Article V, section 4: No animals or poultry shall be kept on any lands in Mountain Springs Ranch except ordinary household pets belonging to the household and horses and cows. Other animals or poultry may be kept only with the prior written permission of the Architectural Committee. The Architectural Committee may require any owner or lessor of lands within Mountain Springs Ranch to remove any animals or poultry except ordinary household pets, from his premises, if in the opinion of the Architectural Committee the lands are overgrazed or the animals or poultry constitute an annoyance to the owners of neighboring tracts. No horses or cows will be permitted to be kept on any residential tract not having sufficient pasture or other food supply to maintain them adequately. Animals and poultry, other than ordinary household pets, must be kept within an enclosed area which must be kept clean, sanitary and reasonably free of refuse, insects, and waste at all times.
ANNUAL DUES
Current annual dues are $1750 per year. Dues are due by January 31.
Bureau of Land Management (BLM) LAND ACCESS
BLM land is adjacent to the north and west of MSR. There are two access points to BLM land from MSR soley for MSR owners, tenants and guests: one at the end of Forest Glen Road at Lot 2; and the other at the end of North Marsh Lane at Lot 42. Note that North Marsh Lane ends at the point where the road reaches the unimproved access road to the BLM. At this point there is a private driveway that continues to the west. The driveway is private property and no trespassing is allowed.
All vehicle travel in Mountain Springs Ranch and on the BLM roads is restricted to the designated road. Please respect private property and speed limits. Any vehicle going off the MSR roads before reaching the BLM boundaries is committing trespass. Any vehicle going off a designated road/track after reaching BLM land is in violation of the regulations defined in the Resource Management Plan of the BLM.
MSR GATE:
Where can I get the code for the security gate? If you are a property owner, please contact the Board of Trustees at MSRHOABOT@gmail.com to obtain a gate code. A six-month gate code is issued to property owners. One-month gate codes are issued to property owners to be used only for guests and hired contractors. Gate codes are issued only to MSR property owners. If a property owner has tenants, it is the property owner’s responsibility to forward the gate code on to their tenants. Realtors, if you are a listing agent, contact the property owner for the current gate code.
Where can I get a clicker (remote control) for the gate? Please contact the MSR Board of Trustees for a gate clicker. Gate clickers are only issued to MSR property owners and should not be given out to the general public. The cost of the clicker is dependent upon the cost to the HOA for buying them.
HUNTING
What are MSR HOA’s hunting policies? First, no trespassing is allowed on any private property at MSR for any purpose. Hunting is prohibited on lots 1 to 14 and 38 to 44 by deed. Any other hunting is only permitted by the permission of the property owner and done in accordance with Colorado State hunting regulations.
RENTALS
In accordance with the first amendment to the revised covenants, item #8, NO SHORT TERM RENTALS ARE ALLOWED.
No house, guesthouse, accessory dwelling, vehicle, tent, yurt, structure or property within Mountain Springs Ranch shall be used for the purpose of short term rentals. For the purpose of this provision, “short term rentals” shall mean any lease or agreement for residential, commercial or other use for a period of less than thirty days.
ROAD COMMITTEE
The Mountain Springs Ranch private road access is held by the MSR homeowners association starting at the point that the road leaves the pavement. Mountain Springs ranch HOA is responsible for the maintenance and plowing of the road, and the maintenance of the gate.
The road committee oversees the maintenance of the main Mountain Springs road and all of the secondary roads. The road committee arranges and coordinates the summer maintenance which usually includes gravel where needed, grading, ditch pulling and mag chloride application. In the winter the road committee coordinates the plowing of the main Mountian Springs road. ROAD RULES
What are the speed limits on MSR Roads? Roads at Mountain Springs Ranch are not paved, frequently winding with limited visibility and not infrequent wildlife. The maximum speed limit on the main MSR road is 15 mph; the maximum speed limit on secondary roads is 15 mph.
Driving should be adjusted for weather and/or road conditions.
Please show courtesy to other drivers, they are your neighbors. Uphill drivers generally have the right of way. There are several pullouts on the road. If you happen to be near a pull out and see another driver approaching please be polite and pull over for them to pass.
SNOW PLOWING
How does snow plowing at MSR work? Mountain Springs Ranch is a very snowy place. The main Mountain Springs Ranch Road from the pavement end to the intersection of MSR Road and Black Bear Road and to the parking area at the beginning of Saddle Drive is plowed by HOA contractors, at the expense of the HOA.
Secondary roads may be plowed at owners expense, and in accordance with the MSR HOA snow plowing policy. Secondary roads include: Mountain Springs Ranch Road (beyond Black Bear Road); Hidden Glen; Forest Glen; Saddle Drive; North Marsh Lane; South Marsh Lane; Hidden Springs.
Property owners are responsible for plowing their own driveways.
TRASH
Is there a trash service for MSR? There is no MSR HOA-coordinated trash service. Historically trash disposal via a dumpster at the intersection of MSR road and 3 Mile Road has been arranged by a private party (and not by the HOA). At this time the capacity of the dumpster has been reached and no other new users can be accommodated. The County dump is located in South Canyon. There is a recycling center in Glenwood Springs that also accepts household trash for a small fee.
